The Internal Revenue Service (IRS) intends to issue a sole source contract for a subscription for access to the Digitized Form 990 and 990-PF Data (hereinafter Digitized Form 990 and PF Data) with a license to use the Digitized Form 990 and PF Data after the subscription expires, without additional updates, in the same manner and for the same purposes as set forth in this subscription. The Tax Exempt/Government Exempt (TE/GE) Division of the IRS has identified Philanthropic Research, Inc. (dba, GuideStar USA, Inc.) of Williamsburg, Virginia as the sole source entity to provide this subscription service. GuideStar USA, Inc. is the only vendor that fully digitizes Form 990 and 990-PF data and provides a subscription to this data. Responsible sources who believe they can provide the required services may submit a written capability statement, via e-mail, no later than 15 days from the published date of this announcement. Telephone inquiries will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to GuideStar USA, Inc.
