The National Institutes of Health intends to negotiate on a sole source basis with Wolters Kluwer, Panama Fl.
The NIH Office of Management Assessment needs to obtain Annual subscription to Wolters Kluwer Financial Services, web portal access with the trailor financial license. This web-based license that allows auditors and management to upload effectively plans, manage and maintain the on-going and future projects across the central area of NIH. This will be a 12-month contract with the Option for an additional one (12 months) year. Please see the attached Statement of Work for further information.
This is a renewal of a software shared seat license for an analysis tool that stores data in a unique format, locking existing analysis into continued use of this tool, making it hard for replacement tools to do the same thing. Wolters Kluwer Financial Services product can only be purchased in the US directly from Wolters Kluwer Financial Services. This is a powerful tool for performing microarray and next gen sequence data analysis to get biologically meaningful functional information. Finally, this is a recognized brand name tool that is in high demand across the NIH campus.

The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
