This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number 1300127071 is issued as request for quotes and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-26. The SIC Code for this solicitation is 5045, the FSC Code is 7021, and the NAICS Code is 334111.
The Government intends to set aside 100% of this requirement to a small business entity as stated in FAR 19.502-2 - Total Small Business Set-Asides.
All responsible offerors concerns may submit a quotation which, if timely received, will be considered by the Agency.
The following items are required: 14 computers built and tested.
The following items are required and procured, (8) ISIS & STVTS IG Computers, (3) ISIS Computers, (3) ISIS HLA Interface Computer. These computers will be embedded equipment in the SubSkillsNet ISIS emulation workstations at Naval Undersea Warfare Center (NUWC) RI, Naval Submarine School (NAVSUBSCHOOL) New London, and Naval Submarine Training Center Pacific (NSTCP). A total of 14 units completely built and tested as described in attachment 1. There is a name brand requirement/specifications for these items:
1. The ASUS is required to meet configuration management, reliability, and fit to preexisting space requirements.
2. The SuperMicro SC743T-650 Tower 4U 650W computer case is also required to match the development computer configuration and also to fit into the existing space of the computers being replaced.
3. The NVIDIA video cards.
All other items are brand name or equal but must be meet the requirements. A Justification and Authorization, (J&A) is on file with the Small Business Administration (SBA) at NAWC-TSD Orlando, FL.

Delivery shall be made by fifteen (15) days after receipt of order or by 25 June 2009, whichever is first. Acceptance shall be made at destination within seven (7) days of delivery.
Evaluation Criteria: The Government will award a purchase order resulting from the RFQ to the responsible offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. The Government will award on a âlowest price technically acceptableâ basis to the offeror meeting the specifications of this RFQ. Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. A firm fixed price purchase order will be awarded as a result. Technical acceptability will be based on the offeror providing a quote that satisfactorily meets the technical requirements stated herein, including the required delivery date.
The following provisions and clauses are applicable to this procurement: FAR 52.212-1 (Instructions to Offeror âCommercial Items), 52.212-3 (Offeror Representations and Certifications-Commercial Items), 52.214-4 (Contract Terms and Conditions âcommercial items) and DFARS 252.212-7001. The provisions must be completed and returned.

The following clauses also apply: DFARS 252.204-7004 Alt A, *Required Central Contractor Registration. Payment will be made through WAWF. Wide Area Work Flow (WAWF) will be utilized for invoicing and payment.
