The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) for Streambank Stabilization at the Missisquoi National Wildlife Refuge, Franklin County, Swanton, Vermont. The contractor shall provide all management, supervision, labor, materials, tools, and equipment necessary to perform the work in accordance with the scope of work, specifications, and drawings. Work consists of the stabilization of a streambank by furnishing, delivery and installation of stone rip rap and all other incidental work that is required. There will also be government-furnished on-site rip rap in the amount of 1,518 tons that will require labor and equipment to install as specified by the contract specifications. There is a 120 day ¿window¿ performance period for this project. The placement of the rip rap stone shall take place between the months of September and December 2013. A Mussel survey and relocation work; along with an archaeological study, must be completed prior to the commencement of work. The estimated magnitude for the project is between $100,000 and $250,000. This procurement is set-aside for small business concerns. The NAICS code is 238910, with a small business standard of $14.0 million dollars annually. Interested firms shall present a minimum of five (5) similar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the "Best Value Continuum". Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and 3) Cost. The combination of past performance and technical ability will outweigh cost for this project. The offer schedule will list five (5) base offer items. Solicitation package number F13PS00195 will include the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about February 20, 2013. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award.
