NOTICE OF INTENT TO AWARD A SOLE SOURCE  Marine Corps Installation West Regional Contracting Office (MCIWEST RCO) intends to award a purchase order on a Sole Source basis on or about September 23rd 2016 to Stratus Technologies, Inc. Per reference FAR 13.50(a)(1), the contracting officer has determined that only one source is reasonably available.
The requirement is for a Contract to maintain the Computer Aided Dispatch (CAD) system currently used in the Consolidated Emergency Communications Center (CECC). Building 168 NEBO Base, Marine Corps Logistics Base Barstow, CA. This includes the servicing of hardware, software and emergency trouble tickets. Provides 24 hour a day, seven days a week remote system support and monitoring using the active service network, and telephone access for systems with software problems.  Provides hardware remedial services to include part exchange, on site hardware support, and same or next day site services. These services are unique to Stratus Technologies Incorporated, who has the proprietary rights to the hardware and software contained in the CAD system, and no other contractor will provide services on this system.

 

The requirement is to ensure continuity of the server that operates the CAD system. This system operates 24 hours a day, seven days a week and 365 days a year. The server is the main system that controls the CAD system, which is imperative for tracking all police and fire units, calls for service, and overall record keeping used by the CECC for both routine and emergency incidents that occur aboard the installation. No new service is required, only maintenance of the current CAD system.

 

A letter was obtained from Stratus Technologies, Inc stating that Stratus is the only provider of the following critical services in support of your Stratus system(s) and its production application to ensure continuous availability in your computing operations:

 

•·       Provide both hardware and software comprehensive support.

•·       Provide 24 x 7 telephone access to the nearest Stratus Customer Assistance Center (CAC) for technical service.

•·       Provide constant, automatic, and online system monitoring, diagnostics, and problem notification via the high-speed Remote Service Network (RSN) modem.

•·       Provide 24 x 7 same day onsite service for declared Critical Remedial Service events. Provide 12 x 6 (8AM to 8PM, Monday through Saturday) scheduled onsite Remedial Service events until normal system operation is restored.

•·       Provide shipment of replacement parts delivered next day or next business day.

•·       Provide distribution of all required Update and Upgrade media and software Products supplied to Stratus.

•·       Provide a technical support team to provide around-the-clock local service coverage that is individualized, consistent, and proactive. Provide a local Customer Engineer and/or Technical Account Manager who will coordinate all service activities.
