STOCHASTIC OPTIMIZATION AND ROBUST DESIGN OPTIMIZATION. The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The solicitation number is FA8601-12-T-0210. The NAICS Code is 541712. The size standard is 500 employees. The proposed source is Arizona State University with Dr. Teresa Wu performing the duties. This purchase is for non-personal services of a research the field of stochastic optimization by developing a generalized mathematical framework for resource/task allocations in a dynamic environment. Dr. Wu has performed the work leading up to developing the framework and will be taking the previously gained information to begin the development of a dynamic decision model. Dr. Wu is the only known source able to satisfy the government's requirements. This notice of intent is not a request for competitive quotations; however, any quotation received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
