The Stewardship #3 Sale is located within T9S and R7W, Winston County, Alabama and T8S and R7W, Lawrence County, Alabama. The area is located approximately 15 miles north of Double Springs, AL. The Forest Service will receive sealed bids at the Bankhead National Forest in Double Springs before 9:30 AM local time on February 21, 2012 for a combination of timber and stewardship service work items associated with the project. Timber to be cut within the project area includes an estimated 1,066 CCF of Southern Yellow Pine sawtimber, 29 CCF of Hardwood sawtimber, and 1,713 CCF of Softwood-Other pulpwood. This Integrated Resource Stewardship Contract also includes mandatory stewardship projects that must be completed in relation to timber removal at a price determined by the bidder. These mandatory stewardship projects are 35 acres of precommercial thinning with handtools and 304 acres of midstory removal with handtools. Optional stewardship projects consist of 40 acres of midstory removal with handtools.
Bids will be evaluated on a best value basis where bidders must submit a technical proposal describing how stewardship service work will be completed, as well as, a lump sum bid for the timber and the per unit rate for completing each stewardship service work item. Offers will not be publicly opened or disclosed. The Forest Service reserves the right to reject any and all bids.
As stated above, this contract is unique in that it is designed to trade goods for services. The government will trade the Purchaser forest products for service work performed and accepted. Upon completion of these projects or portions thereof, credits or value of work completed can be used to pay for timber stumpage within the harvest portion of the contract.
Should the Purchaser elect to harvest the forest products first, prior to the start and/or completion and acceptance of service work items, he/she will pay cash for the value of the stumpage prior to start of cutting. Then, during the harvesting or at the conclusion of harvesting, the Purchaser can request cash refunds from the sale's financial account for the value of the service work is completed and accepted.
