The USDA, Agriculture Research Service (ARS), Kip Panter, Poisonous Plant Research, in Logan, Utah intends to sole source to TSE Systems, Inc. Items include a stellar implantable transmitter, receiver and antenna, and software. Stellar telemetry is uniquely designed to collect and store data remotely before uploading to the software and also has the capability of collecting and transmitting data in a socially housed environment. The ability to collect and store data on the transmitter is vital for the telemetry needs of our laboratory. We cannot use any telemetry system that cannot collect and store the data on the transmitter and then be downloaded at a later time. Our research needs require the continuous capture of data from animals that are in mountain rangelands. Consequently the data needs to be stored on the transmitter until the animals are brought into near proximity of a receiver to download the data. Additionally we require the ability of collecting and transmitting data from socially housed animals.
Stellar telemetry is uniquely designed to collect and store data remotely before uploading to the software and also has the capability of collecting and transmitting data in a socially housed environment.

All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response is received by Tuesday, September 22, 2015, an award will be pursued with the company mentioned above.
