This SOURCES SOUGHT NOTICE is for market research purposes ONLY - No award will be made from this Sources Sought. However, this research will assist us in determining the availability of small business firms for a potential small business category type set-aside. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do not request a copy of said documents. Specifically, the purpose of this notice is to gain knowledge of potential small business (SB) sources in the following categories: Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide services for:

The U.S. Army Corps of Engineers San Francisco District is seeking sources to support on the items listed below for which the applicable NAICS code is 541990, Dredging Services. The Federal Supply Code (FSC) will be B516. The Standard Industrial Code (SIC) used is 7389. The size standard for small business is $14,000,000.00. Interested parties sought for maintenance dredging project located at the Port of Oakland, CA. Project will be solicited as an Invitation For Bids (IFB) contract to include dredging in both inner and outer harbors.
All responses will be analyzed in order to determine the appropriate strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources including certified HUBZone small business, Service-Disabled Veteran Owned small business, Veteran-Owned small business, Certified 8(a) small business, Women-Owned small business, etc. Other than Small Business may respond to this notice in the event the market does not indicate significant Small Business interest.

SOURCES SOUGHT FOR THE OPERATION OF THE U.S. ARMY CORPS OF ENGINEERS STEELHEAD ONCORHYNCHUS MYKISS MITIGATION PROGRAM AT THE CONGRESSMAN DON CLAUSEN FISH HATCHERY, LAKE SONOMA, SONOMA COUNTY, CALIFORNIA AND AT THE COYOTE VALLEY FISH FACILITY, LAKE MENDOCINO, MENDOCINO COUNTY CALIFORNIA

Project Description:
The U.S. Army Corps of Engineers San Francisco District is seeking a contractor with experience in the culture of anadromous fishes, specifically the threatened Central California Coast Evolutionarily Significant Unit of steelhead Oncorhynchus mykiss.

The contractor will be responsible for the day-to-day operation of a twenty raceway cold water fish hatchery producing up to 500,000 steelhead smolts annually. The hatchery is located below Warm Springs Dam in Sonoma County, California, about 12 miles northwest of the City of Healdsburg.

The contractor would also operate the Coyote Valley Fish Facility below Coyote Valley Dam in Mendocino County, about four miles northeast of the City of Ukiah. This is a ten raceway facility operated seasonally to take and fertilize up to 200,000 steelhead eggs Fertilized eggs are transported to the Lake Sonoma facility for incubation and rearing. Pre-smolt fish are returned to the facility to imprint prior to their release. The contractor must have, or obtain by, October 1, 2013, an Endangered Species Act Section 4d approval from the National Marine Fisheries Service to be able to legally handle wild steelhead entering the facilities.

 

CAPABILITY STATEMENT
The following requests are designed to apprise the US Army Corps of Engineers, San Francisco District, of prospective contractors' execution capabilities. Please provide your response to the following:

2) Offeror's capability to execute this contract shall provide: a sample contract of this magnitude and complexity with demonstrated comparable scope, performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project, and date of completion.

3) Offeror's type of small business and Business Size (Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), etc.).
