In accordance with FAR part 13, the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to Regenstrief Institute, Inc in Indianapolis, IN. The purpose of this procurement is to extract data sufficient to: 1) assess patient demographic characteristics, insurance types, venues, and types of sexually transmitted disease (STD) healthcare services utilized, 2) describe trends in chlamydia, gonorrhea, and syphilis testing and test positivity by clinical diagnoses, and patient and venue characteristics, 3) describe trends in syndromic management, 4) estimate rates of treatment among persons with a positive chlamydia or gonorrhea test, and retesting among those with positive tests, and 5) estimate rates of partner treatment among those with chlamydia, gonorrhea, or syphilis. These research questions will be analyzed in men and women over the past 10 years, and an observational cohort of men and women will be established to analyze these questions longitudinally. Regenstrief Medical Record System (RMRS) is the only known, established system that contains comprehensive data on STD healthcare services in a given population over a ≥ 10 year time frame. A purchase order will be awarded under other than full and open competition as authorized by FAR 13.106-1(b). This is not a request for offers.
