This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Internal Revenue Service (IRS) solicitation number is TIRNO-12-Q-CSE01 and the provisions and clauses in effect through FAC 2005-54 are incorporated into this Request for Quotation (RFQ). This is a total small business set aside. The associated North American Industry Classification System (NAICS) code is 511210. The small business size standard is $25 million. CLIN 0001: Mfg part # BSE-STA-PS, Stat for Peoplesoft Production Svr Maintenance Renewal, Quantity (1) CLIN 0002: Mfg part # ADS-STA-PS-CMV-P, Stat for Peoplesoft Add’l Seats Maintenance Renewal by QQ 1-6JBENH, Inv 1000020668, PO 3481460, Quantity (43) The period of performance will be December 15, 2011 to December 14, 2012. The rationale for this Brand Name requirement is that the Stat software is the only change management solution that is certified on Peoplesoft AppConnect version 8.4, which is already installed at the IRS. The STAT software is used in conjunction with the IRS PeopleSoft based e-Services applications. E-Services is a suite of web-based products that allows tax professionals and payers to conduct business with the IRS electronically. These services are available 24 hours a day, 7 days a week via the internet. E-Services is not available to the general public. Only approved IRS business partners are eligible to participate in e-Services. Stat is a change management and version control solution that is designed to expedite the application implementation and upgrade process in Peoplesoft environments. By decreasing development timeframes, Stat allows organizations to take advantage of new application functionality more quickly. When Peoplesoft introduces new features and enhancements to their applications, Stat helps users keep up to date with those changes and customizations. Stat eliminates the need to manually manage upgrades by automating development, migration and documentation of changes to the application. This Stat software maintenance renewal is required to receive security patches and upgrades. Additionally, the renewal will provide access to technical support. The following FAR provisions and clauses in effect through FAC 2005-54 are applicable to this solicitation: 52.212-1 “Instructions to Offerors - Commercial,” Offerors shall include a completed copy of the provision at 52.212-3 “Offeror Representations and Certifications - Commercial Items”, with their quotation, 52.212-4 “Contract Terms and Conditions - Commercial Items,” 52.212-5 “Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items, ” the following clauses cited in 52.212-5 are also applicable: 52.219-28 “Post-Award Small Business Program Representation”, 52.222-3 “Convict Labor”, 52.222-19 “Child Labor-Cooperation with Authorities and Remedies”, 52.222-26 “Equal Opportunity”, 52.222-21 “Prohibition of Segregated Facilities”, 52.223-18 “Encouraging Contractor Policies to Ban Text Messaging While Driving”, 52.225-1 “Buy American Act-Supplies”, 52.225-13 “Restrictions on Certain Foreign Purchases”, 52.239-1 “Privacy or Security Safeguards.” All responsible sources that can provide the brand name requirement described above shall submit a written quotation (containing their DUNS number) no later than 2:00pm EST on November 25, 2011. The IRS intends to award a firm fixed-price purchase order. The Offeror who submits the lowest priced, technically acceptable quotation will be selected for award. The IRS is seeking a discount. All quotations must include unit and total price(s), as well as any discounted price(s); Quotes over 5 pages in length will not be accepted.
