Intent to Sole Source a Contract with Motorola Solutions, Inc. for STARCOM21 Network Airtime

The USPFO for Illinois Purchasing and Contracting Office, 1301 N MacArthur Blvd, Springfield IL 62702 intends to sole source a base plus 4 option year contract with Motorola Solutions, Inc. The 5th WMD Civil Support Team's requires STARCOM21 Network Airtime. The 5th WMD CST's mission is to support civil authorities at the direction of the Governor at domestic CBRN incident sites by identifying and assessing hazards. This mission requires that the CST be able to have direct encrypted communication with civilian first responder agencies in Illinois. The state of Illinois exclusively uses the STARCOM21 Network band, including for all CBRN responses. Changing to a different service provider would negate the team's ability to maintain secure and stable communications with civilian partners.

The STARCOM21 network is owned and operated by Motorola Solutions, Inc. and currently serves nearly 42,000 subscribers from various State, local and federal government and non-governmental entities. It is a statewide, 700/800 MHz, Project 25-compliant, digital, trunked voice radio network that is open to all public safety and public service agencies in the State of Illinois.
