The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with FLIR Systems, Inc., 27700 SW Parkway Avenue, Wilsonville, OR 97070 for the procurement of up to a Qty. of 25 Star SAFIRE HD Imaging Systems, up to a Qty. of 40 Star SAFIRE 380-HD Imaging Systems and up to a Qty of 4 Field Service Representatives for the Special Surveillance Program Office. The award may include options which are included in the Qty. listed above. Features of the Star SAFIRE HD and 380-HD Imaging Systems include but not limited to: Single LRU Electro-Optical/Infrared Full HD System, Full Spectrum Imaging, Common Interface Standard, Video Metadata and Short Wave Infrared (SWIR) band sensor.

The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
