Command, Control, Communications, Computers and Information Technology (C4IT) at C3CEN, 4000 Coast Guard Blvd, Portsmouth VA 23703 intends to issue a Firm Fixed Price (FFP) delivery order to a single source under the authority of FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, to SSR Engineering, Inc. The period of performance to purchase will be date of award through 2 years. The purpose of this requirement is to purchase SSR Engineering software for CG FRC cutters. SSR Engineering developed the current software under a previously awarded and competed contract. Given the complexities of the software under a previous contract, SSR Engineering is the only company capable to provide the software that will interface to the cutter's equipment.

This procurement is a FAR Part 8 acquisition. The North American Industry Classification System (NAICS) code for this requirement is 334511 with the size standard of 1,250. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within 7 calendar days of publication of this notice, shall be considered by C4IT. All responses must be submitted to the Government point of contact at the email address [email protected]. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
