The National Science Foundation (NSF) intends to procure PKI Managed SSL Certificates from Verisign on a sole source basis.  Verisign is the current system in use at NSF and is the recognized leader in the industry.  No other source can meet the requirement due to the security and reliability concerns.  See Numbered Note 22 (delete "forty-five" days" and replace with "one day").  The proposed contract action is for services for which the government intends to sponsor with only one source under the authority of FAR 13.106.
