The Social Security Administration (SSA), Office of Acquisition and Grants (OAG), in conjunction with its customer, the Office of Realty Management (ORM), is currently performing market research to determine the availability of sources to provide modifications and support services to its Geographic Information System (GIS) solution. SSA's GIS solution is a modified commercially available off-the-shelf item based on ESRI's ArcGIS platform. ORM is in the final phase of a Proof of Concept pilot to develop a viewer based GIS application to support emergency management, security oversight, and infrastructure management for SSA headquarters and regional offices. SSA intends to make an award in later summer 2012 for additional development and deployment of the GIS project throughout SSA.

SSA requests information from businesses within a Historically Underutilized Business (HUB) Zone on GIS support services to continue an enterprise deployment of a server-based viewer solution for the ESRI ArcGIS platform with the Adobe Flex, JAVA, and Microsoft Silver Light viewers for analytical applications. Additionally, SSA will require the capability to view 3D, Building Information Modeling (BIM), Light Detection and Ranging (LIDAR), and imagery for major urban areas nationwide. SSA plans to utilize datasets and Really Simple Syndication (RSS) feeds available from federal and local institutions collaborating with SSA on its GIS initiative.

SSA is a member of the Homeland Infrastructure Foundation Level Data Working Group (HIFLD). SSA intends to utilize the Homeland Security Infrastructure Program (HSIP) datasets in its national map. SSA invites firms currently performing support consistent with these requirements to submit details of their capabilities statement. The capabilities statement must demonstrate the firm's previous and ongoing experience in GIS development, deployment, and support services for enterprise GIS installations utilizing current HSIP data. Respondents must submit, at the minimum, specific examples of their experience in GIS development and experience providing the following:

1) Operate a multi-viewer (Flex, JAVA, HTML 5, and Microsoft Silver Light) based GIS application platform providing location data for all SSA facilities nationwide by region. SSA regional offices are located in major urban locations; the viewer based application must provide RSS data services available in those localities including connectivity to local and state offices of emergency management.

2) Recruit local state run offices of emergency management to participate in electronic exchange of real-time data for Continuity of Operations, emergency preparedness, and security oversight. Such a system would include an established relationship with federal, state, and local emergency management communities.

3) Detect natural weather events as well as manmade incidents and communicate collected data from the above mentioned events in at least 10 geographic locations through no cost or fee based GEORSS Geographic Really Simple Syndication, RSS, Web Map Service (WMS), United States Geological Survey (USGS), and National Oceanic and Atmospheric Administration (NOAA) feeds.

4) Integrate GIS functionality for ESRI and Google platforms. The capabilities must include the ability to integrate role-based security internal to SSA through the SSA intranet and provide GIS services through an Open Government portal available to the public through the Agency website.

5) Develop an integrated report capability based on client data mining requirements. The report functionality should support emergency management and all initiatives listed under background information above.

6) Integrate GIS to messaging and mass notification platforms for past and current federal clients.

7) Establish an isolated Windows development environment to support SSA GIS development and current deployment off-site.

8) Provide SSA with comprehensive management information, program data, and analytical support related to data collected from the system.


Please provide evidence that your firm currently provides the services described above for current government clients (include contract number, date of award, dollar value, samples of support, and training documentation), and the following information:

1) Any security/suitability clearance certification held for your firm's development environment.

2) An overview of the current and past development your firm has done for portable devices (e.g. Smartphone's, Apple iPads, tablet PC's, etc.).

3) An overview of a comprehensive security model applied to the enterprise supporting multiple user groups. The security model should illustrate the capability to secure data and apply system functionality based on user credentials.

4) An overview for integrating real-time event driven data to support situational awareness, emergency management, and critical infrastructure management.

5) SSA mentions its utilization of HSIP datasets. Please provide an overview for an annual automation routine to update and replace HSIP data including data caching and dataset verification in an enterprise environment.

6) Availability of services through existing Government-Wide Acquisition Contracts (i.e. GSA Federal Supply Schedules, 8(a) STARS, NASA SEWP, etc.). Please include a copy of your GSA/GWAC schedule, if applicable.

7) DUNs Number to demonstrate HUB Zone Small Business status under the NAICS Code, 541512.
