1.0 Purpose The purpose of this special notice is to gain knowledge of and help the
Government understand vendor interest in participating in a series of
Performance & Interoperability Quick-looks to include: Soldier Radio Waveform
(SRW) SIQ, Wideband Networking Waveform (WNW) WIQ, and Mobile Users Objective
System (MUOS) MIQ. Information gathered from this survey will assist the
government in determining personnel resources and specific test schedules
required to assist vendor in these Performance & Interoperability Quick-look
events. These quick-look events allow vendors from both government-funded and
internal R&D-funded programs to test their products with the networking
waveform reference standard and other network terminals. This enables multiple
procurement sources ensuring a mature marketplace for SRW, WNW and MUOS
terminals.
2.0 Background
The Joint Tactical Networking Center (JTNC) envisions supporting vendors
interested in participating in the SIQ, WIQ and MIQs in order to evaluate and
facilitate vendor participation in future key test events, including Network
Integration Evaluation (NIE 14.1/14.2) and MUOS End-to-End test events. The
plan is to allow vendors the opportunity to test their platforms against the
SRW, WNW, and MUOS reference Implementations in a multi-vendor radio network.
Each event (SIQ, WIQ and MIQ) is planned to be conducted in two phases. Phase I
will be performed in a laboratory environment which will establish the baseline
reference implementation to compare to each vendors host radio platforms.
Phase II may include an evaluation of interoperability in a multi-vendor radio
network with Over-The-Air Testing (OTA). The Phase I plan is to conduct test
events starting with SRW in May 2013 in Aberdeen Proving Grounds (APG) in
Aberdeen, MD, WNW in June 2013, which may be conducted entirely at either APG
or SPAWAR Systems Center (SSC) Atlantic in Charleston, SC, or at both
facilities, and MUOS in July 2013 at SSC Pacific in San Diego, CA. The
Government may conduct Phase II (Dates TBD) at various locations, to include,
Fort Huachuca, AZ, Fort Dix, NJ and/or White Sands Missile Range (WSMR), NM.
Phase II is intended to include an OTA multi-tier network architecture.
3.0 Entrance Criteria
Vendors will be required to provide radio quantities, with ported waveform
versions as follows:
SIQ: Five (5) required [seven (7) desired] radios; running SRW version 1.01.1C,
1.01.2, 1.1.1 or 1.1.1.1
WIQ: Five (5) required [seven (7) desired] radios; running WNW version 4.0.5.1
(or later)
MIQ: Two (2) radios; running MUOS version 3.1
Each interoperability Quick-look participant/vendor must provide all necessary
ancillaries to operate the radio platforms, i.e., handsets, data interface
cables, power cables for each variant. Each of the platforms must provide a
plan to address and implement COMSEC and TRANSEC requirements. A vendors
implementation must be compliant with the relevant waveform Configuration
Capability Package (CCP). These SRW, WNW, and MUOS CCPs will be published and
available in the applicable SRW, WNW, or MUOS Information Repository (IR)

4.0 Requested Information
Interested vendors are invited to submit their system capabilities of their
prospective software/hardware. If a vendor is interested in participating in
any of the subject test events but is not able to meet the entrance criteria as
stated above, please contact the TPOC for further guidance or available
options.
5.0 Submission Instructions and Format
Interested Vendors are invited to respond to this market survey by providing
the following information:

(2) Name, telephone number, fax number, and e-mail address of point of contact
(3) Completed Information Assurance Questionnaire (MS Office Excel File)
This is not a request for proposals. Please do not submit proposals at this
time. JTNC is only seeking sources through market research at this time to
determine industry interest in participating in these Key Test Events and the
availability of non-developmental capabilities. The Government does not make
any promise or guarantee that by submitting a response to this notice that the
interested vendor will be selected to participate in any of these Events.
Government will respect proprietary markings submitted for this market survey.
Government requests contractor to segregate and mark proprietary documents
accordingly. Acknowledgement of receipt will not be made. Availability of any
formal solicitation will be announced separately. The Government will not pay
for any materials provided in response to this market survey or any follow-up
information requests. Submittals will not be returned to the sender.
6.0 Submission
Submission may be in contractor format and compatible with MS Office Word or
Adobe PDF format. Completed responses to the RFI must be in MS Office Excel or
