CITY OF MONMOUTHSRTS23-11 MONMOUTH ES/ CHURCH STREET HEFFLEY STREET SIDEWALKS AND HIGHWAY CROSSING Bids Due 2:00 pm, July 18, 2024 ADVERTISEMENT FOR BIDSSealed bids for the furnishing of all labor, materials and equipment necessary to complete the"SRTS23-11 Monmouth ES/Church Street Heffley Street sidewalks and highway crossing"will be received at the office of the Russ Cooper, City of Monmouth Public Works Director, 401 Hogan Road, Monmouth, Oregon, 97361 until July 18, 2024 at 2:00 pm, (PDST). The bid opening will follow immediately thereafter. Proposals shall be clearly marked with the project title, showing date and time of bid opening, and with the name and address of the bidder. All proposals received will be publicly opened and read aloud at the above place, time and date. Bids received after the above date and time will not be accepted. Bids must be written on the forms provided in the Contract Documents and must be signed by the Bidder, or an authorized representative. A non-mandatory pre-bid meeting will be held July 10, 2024 at 2:00 at City of Monmouth Public Works located at 401 Hogan Road, Monmouth, OR. Schedule A consists of approximately 12,000 sf of new sidewalk and multiple ramp replacements as part of the City of Monmouth's Safe Routes to School Grant SRTS23-11. There will be two new RRFB crossings and minor storm line relocation. Schedule B consists of approximately 4,500 sf of new sidewalk and a ramp replacement. There is also minor storm system revisions. All construction shall be completed by December 15, 2024. This includes construction and any final correction items upon City of Monmouth final inspection. At a minimum, the following plan room services will receive sets of Contract Documents for the work contemplated herein: Oregon DJC Plan Center, Portland OR; Salem Contractors' Exchange, Salem OR; Each proposal shall be accompanied by an unconditional certified check, cashier's check or bidder's bond in the amount of five (5) percent of the total amount of the bid, payable to City of Monmouth, Oregon, as a guarantee that the bidder, if his/her proposal is accepted, contractor will promptly execute the contract, secure payment of worker's compensation insurance, and furnish a Separate 100% Corporate Surety Performance Bond and a Separate 100% Payment Bond for the faithful performance of the contract. The contractor may be asked to have their Surety furnish a letter certifying they have currently reviewed the Contractor's financial statement and that the Contractor is financially sound prior to award. Qualifications: Bidders must be an established business (minimum three years) doing like projects and be registered with the Oregon Construction Contractor's Board. Prime bidders must be prequalified under the provisions of ORS 279C.435. References: Prime Bidders must present three (3) references, including business name, contact name and title, phone number and email address, for projects similar in size and scope and completed within the past five (5) years. References must be included in the bid packet. Failure to supply references may result in bid rejection. A subcontractor listing is required and can be submitted with the bid. If the subcontractor listing is not submitted with the bid, it must be received within two (2) hours after the bid closing time and date and can be emailed to

The Owner reserves the right to reject any Contractor who has not performed acceptably on past projects with the Owner, or others (this includes sub-contractor relationships). The Owner reserves the right to reject any Contractor who the Owner determines cannot do the project within the timeline or does not have the resources and financial stability to complete the project. The Owner reserves the right to postpone award for a period not to exceed 14 days after the bid opening; to reject any or all bids; to reject any bid not in compliance with prescribed solicitation procedures and requirements and other applicable laws; to waive any informality in a bid; to increase or decrease bid items depending on available funds; and to make awards in the best interest of the Owner.
