DESCRIPTION:
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Starna Cells, Inc., located in Atascadero, CA, for the purchase of Optically Contacted Metal on Fused Silica.
Sole Source justification is based on the following:
NIST has found the optical contacting of fused silica to be the only form of protection that makes the material robust and homogenous enough to produce the quality and specifications needed for SRM 2031. These specifications include homogeneity to 0.8 % over a 32 mm2 area, robustness such that the filters are highly scratch resistant, and their Transmittance values change by less than 0.5 % after repeated wet cleaning with methanol and lens paper, and stability of Transmittance over a 6-month period.
Market research has shown that Starna, Cells, Inc., is the sole company who can provide this requirement.
The resulting purchase order will be a Firm Fixed Price purchase order.
NAICS code for this procurement will be 325180 - Other basic Inorganic Chemical Manufacturing Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 8/16/2019 will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
