Engineering District 1-0 will retain an Engineering Firm to provide a supplementary construction inspection staff of approximately one (1) TCM manager, two (2) TCIS inspector, four (4) TCI inspectors, and one (1) Technical Assistant; duties include construction inspection, documentation, and other services as required for the construction of SR 90-A30 in Erie County. One TCIS must have NECEPT for bituminous paving and PennDOT concrete certifications. Three TCI inspectors must have NECEPT for bituminous paving. One TCI must have PennDOT concrete certification. Inspection forces will be needed from April 26th, 2021 through August 16th, 2024, with a winter shut down each year. Roll-out dates could be different based on actual need and layoffs should be expected for the winter months. This project is the SR 90 Section A30 project in Springfield Township, Girard Township and Platea Borough, Erie County. The project consists of the reconstruction of approx. 7 miles of divided interstate highway from the east of the Rt. 6N interchange to east of the Rt. 18 interchange. Work includes bituminous overlay removal, 7” CRCP rubblization, a short section of break and seat at the SR 3015 (Lexington Rd) structure (7”CRC to be removed and the 10” RCC pav’t.) will be broke and seated, 13 ½” min. bituminous overlay sloped to the outside, ramp reconstruction, McKee Road overpass structure replacement, abandoned railroad/trail structure replacement (Con Span), Neiger Rd. structure replacement (Con Span), Rt. 215 interchange reconstruction, Rt. 18 interchange reconstruction, drainage, guide rail and signing and pavement markings.
