The City of Bellingham (“City”) is issuing this request for qualifications (RFQ) (Invitation No. 50B-2022) from consulting firms interested in professional planning and design services to the Public Works Department for Squalicum Creek Estuary Funding Strategy and Grant Support (EN060). The Squalicum Creek Estuary Restoration Project includes the lower reach of Squalicum Creek where three bridges restrict flow before the creek enters Bellingham Bay. All three bridges will likely need to be addressed together in a coordinated restoration design. This Squalicum Creek Estuary Restoration Funding Strategy and Grant Support project will assist the City in pursuing funding by creating a funding strategy for all three structures. The purpose of a funding strategy is to complete necessary advanced coordination and decision-making prior to grant solicitations. The City also seeks assistance with grant submittals including preparing materials. Services, including professional engineering and land survey services, may be added/removed from the contract contingent upon funding availability and project needs. This project is funded through City of Bellingham utility funds.
