This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Far 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested for SPSS Programming and syntax and a written solicitation will not be issued. The solicitation number is PC-08-Q-SPSS and is issued as Request for Quotation (RFQ) and is attached to this combined synopsis/solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511 with a small business size standard of $25M. This requirement is set-aside for small business vendors and only qualified offerors may submit quotations. It is anticipated that a firm fixed price contract will be awarded as a result of this solicitation. Quotes are due by 12:00 PM EST on September 15, 2008 and shall be emailed to [email protected] or faxed to (202) 692-1590, ATTN: Kevin Linden. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. QUOTERS SHALL COMPLETE FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS—COMMERCIAL ITEMS (JUNE 2008) WHEN RESPONDING TO THIS SOLICITATION. SEE PAGE 8 OF THE RFQ. EVALUATION FACTORS FOR AWARD The Peace Corps will award a contract resulting from this solicitation to the responsible bidder whose offer, conforming to the solicitation, will be the most advantageous and represents the best value to the Peace Corps, considering price and other factors. The Peace Corps will use the following factors, listed in descending order of importance, to evaluate offers: 1. Technical Approach Bidders will be evaluated on their knowledge and use of SPSS to generate custom tables and graphs for univariate, multivariate and multiple response set data. Based on the graph examples provided by Peace Corps, bidders should be able to identify the type of SPSS syntax needed to produce each type of graph or recommend a suitable alternative type of SPSS graph and syntax. Familiarity with the current version of SPSS 16.02 is preferred. The approach should describe procedures and mechanisms to ensure the report development in a timely and accurate fashion. 2. Past Performance Bidders will be evaluated under past performance based primarily on the extent and quality of past performance in providing services similar in scope, complexity of work, quality of service, timeliness of performance, cost control and customer satisfaction. Quoters shall provide past performance point of contact information with their quote. The Peace Corps can evaluate past performance from any source. 3. Price- QUOTERS SHALL COMPLETE THE UNIT PRICE AND TOTAL PRICE BELOW IN RESPONDING.
