The General Services Administration, Heartland Supply Operations Center, is planning to establish a Standing Price Quote (SPQ) beginning 8/23/2010 for no more than 12 months. This SPQ will be part of the Stock program with delivery being made to GSA's two depots: Burlington, NJ and French Camp, CA. Prices are requested on a FOB Destination basis. Vendors are requested to deliver within 30 days after receipt of order. This acquisition is a total small business set-aside. Please find attached the RFQ and Item Purchase Description (IPD).
This item is set-aside for small business in accordance with FAR 19.502-2 (c) "For small business set-asides other than for construction or services, any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer unless the SBA has granted either a waiver or exception to the nonmanufacturer rule (see 19.102(f))...In addition, SBA has excepted procurements processed under simplified acquisition procedures (see Part 13), where the anticipated cost of the procurement will not exceed $25,000, from the nonmanufacturer rule...The exception permits small businesses to provide any domestic firm's product..."
Therefore, no purchase order shall exceed $25,000.
