52.212-2 Evaluation- Commercial Items (JAN 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Evaluation Factors, (In descending order of importance):
(i) Technical capability
(ii) Delivery Schedule
(iii) Price
Factor One: Technical Capability is defined as the ability of the products to meet the salient characteristics needed.
Factor Two: Delivery Schedule is defined as the lead time necessary to receive the product.
Factor Three: Price, the government shall conduct a price evaluation of all technically acceptable offers with acceptable delivery schedules.
Technical capability and delivery schedule, when combined, are significant evaluation factors that will be most advantageous to the Government. Contractors who do not meet both of the first 2 factors will not undergo a price evaluation.
