The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Carnegie Mellon University (CMU), 500 Forbes Ave, Pittsburgh, PA 15213 for the purchase of one (1) JANUS Speech Recognition Toolkit (Software) which includes a Carnegie Mellon University Consortium Membership and source code, script library, documentation, tutorial, example system, training and evaluation data, documented training history, decoding results, and instructions.

While this notice of intent is not a request for competitive quotations, information received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
