The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to increase the ceiling of Indefinite Delivery/Indefinite Quantity (IDIQ) contract N00178-14-D-1001 to procure, on a sole source bases, Test Program Sets and Interface Adaptors, Spectrum 9100 test system(s), calibration hardware kit(s), product and software support, and training from Teradyne Inc., 700 Riverpark Drive, North Reading, Massachusetts 018648. These products are required to re-host specific Circuit Card Assembly Test Program Sets and/or develop new sets for the Teradyne Spectrum 9100 (S9100) Test System. Sole source assertion is based on existence of significant infrastructure of test equipment at NSWCDD, producing consistent and compatible data from each of the test machines, which if replaced would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition, replacement would entail adaptation and significant time that would result in unacceptable delays in fulfilling agency requirements. All responsible sources may submit a capability statement which shall be considered by the agency.
