This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR13 - Simplified Acquisition Procedures. This announcement constitutes the only solicitation, quotations are being requested, and a separate written solicitation document will not be issued.
The North American Industrial Classification Code System (NAICS) for this procurement is 334516 with a business size standard of 500 employees.
Background:
The medical display laboratory of the Food and Drug Administration (FDA) performs measurements of performance characteristics of display devices and develops methods for the assessment of image quality using different display technologies and strategies. The laboratory is equipped with instrumentation that captures the optical emissions of display devices with high accuracy and precision and over a wide rage of conditions. The current spectroradiometer is not capable of measuring the spectral information in low light levels.
Objective:
The FDA requires a spectroradiometer capable of measuring ultra-low luminance levels of 0.0005 cd/m2 from various light-emitting devices and LCDs as well as performing high-accuracy measurements corresponding to scotopic relative luminosity. a measurement angle switching function should cover measurement angles of 0.1°, 0.2°, and 1°. The minimum measuring area should be smaller than a diameter of 0.5 mm and 0.1 mm with a close-up lens.
The following specifications are required:

Additional Requirements:
1. The instrument should have a factory warranty of one year and include additional (other than the original calibration that comes with the new instrument) calibrations traceable to the NIST light source to be used within a period of 2-3 years from the purchase date.
2. If the delvier time is more than 2 weeks, a temporary device shall be provided so that activities can get started in the laboratory.

Delivery:
Delivery shall be FOB Destination. FDA shall not be responsible for any transit liability.
Final Acceptance:
Final acceptance shall be provided and payment in full shall be made upon receipt and acceptance of Line Item 0001.
Evaluation Criteria and Basis for Award:
Award will be made on a technically-acceptable, lowest-price basis. Technically-acceptable refers to meeting or exceeding the technical specifications delineated in this Solicitation and acceptable to the End User.
Price shall not be evaluated on quotes that are determined not to be technically-acceptable.
