This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13.5 authorizes the use of Simplified Acquisition procedures for this acquisition, including options. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm fixed price service contract.
The reference number is AG-6395-S-15-0195 and the solicitation is issued as a Request for Quote (RFQ).

It is anticipated that a single award will be made but multiple awards will be considered. This is a 100% Small Business Set-Aside. The associated NAICS code for this effort is 326220 and small business size standard is 100 employees. This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), National Veterinary Stockpile (NVS) .

Quotes submitted in response to this RFQ must include all cost associated for FOB Delivery to Kansas City, MO. Quotes should include the lead time required and/or the estimated delivery date.
Delivery and performance: Contractor will commence work under this contract upon official notification from the Contract Officer of award. The fully burdened price of quotes submitted shall be all encompassing and include all cost associated with the purchase and delivery of hoes FOB Destination to KansasCity, MO 64147 in accordance with the attached Statement of Work.

The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer.
The Government will award a contract resulting from this solicitation to the lowest price technically acceptable responsible offeror whose quote conforms to the specifications listed in this Request for Quote/solicitation. FAR 15.304
