Special Notice Sunburst pH Sensors:
*** National Oceanic and Atmospheric Administration Sciences Laboratory (NOAA), Oceanic Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) intends negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with SUNBURST SENSORS, LLC, to purchase 2 new SAMI version 2 pH sensors. The original equipment manufacturer is SUNBURST SENSORS, LLC. To be delivered to Seattle, WA.
***The sole source determination is based on NOAA’s requirement that SUNBURST SENSORS, LLC is the only authorized vendor that PMEL is able to purchase SAMI version 2 pH sensors instruments. PMEL requires SAMI version 2 pH sensors to be functionally identical to units that were purchased previously for a similar use. The PMEL carbon group already owns approximately 38 SAMI pH sensors. Moving to a sensor with a different form/fit would require engineering to design and manufacture mounting brackets for at least three different types of moorings. This will ensure compatibility of these new items with existing custom hardware and software, and can act as a drop-in replacement for our other systems. Delivery is required by December 31, 2021.
***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
