*** National Oceanic and Atmospheric Administration Sciences Laboratory (NOAA), Oceanic Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) intends negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with GENERAL OCEANICS, INC, to purchase one 8060 pCO2 Autonomous Analytical Measuring System, 2nd Generation . The original equipment manufacturer is GENERAL OCEANICS, INC. To be delivered to Seattle, WA.

***The sole source determination is based on NOAA’s requirement that GENERAL OCEANICS, INC is the only authorized vendor that PMEL is able to purchase 8060 pCO2 Autonomous Analytical Measuring System, 2nd Generation. PMEL requires 8060 pCO2 Autonomous Analytical Measuring System, 2nd Generation to be functionally identical to units that were purchased previously for a similar use. The PMEL Carbon Program currently owns and operates 13 of the previous 8050 systems. They were developed by scientists at PMEL and are now solely manufactured, serviced, and distributed by GENERAL OCEANICS, INC. This will ensure compatibility of this new item with existing custom hardware and software, and can act as a replacement for our other systems. Delivery is required by June 30, 2022.

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
