The U.S. Army Fires Center of Excellence (FCoE) Directorate of Training and Doctrine (DOTD), through MICC Ft. Eustis Contracting, intends to award a sole-source, firm fixed price contract for the development of Programs of Instruction (POI) for two new prototypes: Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability Weapon (MRC). The contract is expected to be awarded under the authority of 40 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. A Justification for Single Source Awards for Other Than Full and Open Competition has been prepared. The anticipated award date is March 1, 2024.

This intent to sole source a purchase order is for the development of POI services ONLY. The Original Equipment Manufacturer (Lockheed Martin) is sought to provide the required service efficiently and in a timely manner.

FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, applies to this procurement."

The contract is expected to be awarded under FAR Part 15 procedures.

Purpose of Work:

The U.S. Army Fires Center of Excellence (FCoE) Directorate of Training and Doctrine (DOTD), Fort Sill, OK, has a requirement for the development of five Programs of Instruction (POI) for two new prototype weapons systems: Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability Weapon (MRC); It is part of the Army’s top modernization priority to develop and field new long-range precision fires capabilities. Each of the POIs will be the primary documents that capture curriculum and resources for Army-instructed courses. They will train Field Artillery Officers (13A), Targeting Officers (131A), Fire Control Specialists (13J), and Multiple Launch Rocket System (MLRS) crewmembers (13M) on these two new weapon systems.

Statement of Work

SCOPE of Work:

Project Title: Modernization Training Developers: FIRES CoE, Ft. Sill, OK

The Contractor shall develop and provide five distinct POIs for the Long-Range Hypersonic Weapon (LRHW) and Mid-Range Capability Weapon (MRC). The Contractor shall possess the skills and ability to develop Army and TRADOC-compliant curriculum. POIs will be built in accordance with TRADOC Regulations and Pamphlets (TR REGs and PAMs) and entered into the Army database for training development capability (TDC). Each POI shall be approved through the FCoE Directorate of Training and Doctrine (DOTD) to the Field Artillery Commandant to address the Army’s needs for MRC and LRHW training. This is a non-personal service contract to provide training developers.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, interested parties may identify their interest and capability to respond to this requirement within seven calendar days after publication of this notice.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The FIRES CoE will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit in their proposal clear proof that they have familiarity with and access to the LRHW and MRC systems.

The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
