NOTICE OF INTENT TO AWARD SOLE SOURCE:

The Hawaii Army National Guard, USPFO Purchasing and Contracting Division, Kapolei HI 96707, has a requirment to procure 6 months od advertizing services during the holiday season.  The advertising breakdwon is as follows:

Ads on Oahu would be the following: 3 Shuttles, Five (5) Directories at Ka Makana Ali'i Mall, one (1) on the Ewa Wing across form Applebee's at Ka Makana Ali'i Mall, one (1) at Kapolei Commons on the left of Inspiration Furniture/ across from Regal Cinemas, one (1) at Pearlridge Uptown on the restroom hallway    of the ground floor, three (3) set of elevator doors in the lobby of the Dole Cannery box office leading to the parking garage, one (1) at Ward Entertainment Center of the main elevator lobby between the parking garage/ Big City Diner.

Ads on Maui would be the following: Five (5) columns at Whaler's Village on the front side of the parking garage, one (1) in the Food Court of the Lahaina Cannery.

Ads on the Big Island would be the following: two (2) at the Prince Kuhio Plaza outside of Macy's and the theatre wing, one (1) on the seating area near restaurants of Kona Commons.

Preliminary market research indicates that there is no other major outdoor advertizing agency in the State of Hawaii that has access to this broad range of advertizing media, and no other vendor who provides advertising services at all these locations at once. This service entails permanent display signage, busses designed with national guard logos, and signs in Major Malls throughout the state.

In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition of the requirement would be advantageous to the Government. This notice is not a request for competitive quotation, and a solicitation will not be issued. Closing date for submitting a capability statement is September 20th, 2016, at 4:00pm Eastern Time.
