The United States Special Operations Command is modifying the existing Special Operations Forces Personal Equipment Advanced Requirements (SPEAR) soft armor ballistic inserts and components contract H92222-12-D-0014 to include line items for groin inserts in accordance with FAR 6.302-1. This contract modification will be at no increase in the overall maximum ceiling of the contract. The soft armor ballistic groin inserts must meet the performance requirements as outlined in the performance specification and meet the requirements set forth in the Berry Amendment.
