The Air Force Life Cycle Management Center, Simulators Division (AFLCMC/WNS), anticipates awarding a modification to contract FA8621-14-C-6325 as a sole source contract action to Environmental Tectonics Corporation (ETC) for the inclusion of an Option Contract Line Item Number (CLIN) for a fifth Spatial Disorientation Trainer System. The initial Spatial Disorientation Trainers were purchased under the Spatial Disorientation Trainer System base contract. The requirement for this modification is the purchase of one additional Spatial Disorientation Trainer System, corresponding Site Survey, Contractor Logistics Support (CLS), Initial Spares Package, and Replenishment Spares.

This notice is not a request for competitive proposals. ETC has been identified as the only firm that possesses the necessary knowledge, experience, and technical capability required to perform this effort without significant duplication of cost to the Government. The Government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(A)(2)(ii)(A). Any responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
