The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the purchase of five (5) Sparton DT-369 Hydrophones and Evaluation.  The NAICS code is 334290 and the Product/Service Code is 5845.

The proposed purchase order is being solicited on a sole-source basis to Sparton De Leon Springs LLC.  The proposed action is for five (5) DT-369 Hydrophones and Evaluation which are part of an existing Navy system for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reason: Sparton is the only source as they are the manufacturer of this specialized Navy system in which these hydrophones will be used.  The NSWCCD intends to award a firm fixed-price purchase order to Sparton using Simplified Acquisition Procedures.       

 Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 24 August 2018.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 08/24/2018 at 10:00 AM EST will be considered by the Government.  Any questions must be received via e-mail by 21 August 2018 at 10:00 AM EST.  A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
