BLUF: Please provide answers to below questions for Market Research purposes WRT Contractor OTA requirements. NOTE: This is for E2 Space only, NOT MEG-OI.

The current Epoch 2 Space acqusition strategy utilizes an Other Transaction Authority (OTA). Given the usage of an OTA for prototype, there are mandatory requirements for any perspective firm to legally participate in an OTA. The Space Sensing Contracting Division would like industry feedback on this and a few of things noted below. Please provide your firm's response on a PDF file no more than two (2) pages front and back, Times New Roman 12pt, single space.

  1. Please identify if your firm intends to compete as a Prime or a Sub.
    a. If sub, please indicate the specific areas in which your firm intends to support
     
  2. Is your firm currently a Nontraditional Defense Contractor or Small Business?
    The definition of a Nontraditional Defense Contractor can be found at 10 U.S.C. §3014.
     
  3. Between options A-C, how does your firm intend to fulfill the requirements set forth in 10 U.S.C. §4022(d)?

     "(d) Appropriate Use of Authority.-(1) The Secretary of Defense shall ensure that no official of an agency enters into a transaction (other than a contract, grant, or cooperative agreement) for a prototype project under the authority of this section unless one of the following conditions is met:

    (A) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.

    (B) All significant participants in the transaction other than the Federal Government are small businesses (including small businesses participating in a program described under section 9 of the Small Business Act (15 U.S.C. 638)) or nontraditional defense contractors.

    (C) At least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government."
     
  4. If A or B is selected with regards to the paragraph above. Please briefly provide your firms approach to meeting the criterion selected, and/or notable steps already taken to meet the criterion.
     
  5. Does your firm have any concerns of meeting these requirements set-forth in 10 U.S.C. §4022(d)?
    a. If so, what steps would your firm recommend to the Government to assist in easing those concerns?
