This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12653819Q0014 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73.
This is a small business set aside under NAICS code 311224. The small business size standard is 1000 employees. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM registration.
The USDA, ARS, U.S. Meat Animal Research Center (USMARC) requires onsite delivery of Soybean Meal. For historical reference; In 2018, USMARC used approximately 685 tons of Soybean Meal. The selected offeror(s) will be awarded an indefinite delivery indefinite quantity (IDIQ) contract covering a period of one year to supply USMARC with Soybean Meal as requested using a written Delivery Order. USMARC anticipates product cost variations due to fluctuating market prices. Vendors wishing to compete for this contract must provide a firm fixed dollar amount (basis) per ton plus/minus Soybean Meal Futures Price. All transportation costs shall be considered inclusive in this price. IDIQ holder(s) will be paid the Soybean Meal Futures Price per ton on day of delivery plus/minus their basis quoted for this award.
