This pre-solicitation notice is revised to state the following: 1.) The Government anticipates awarding a Requirements contract for this procurement and 2.) Multiple requirements type contracts may result from this solicitation with a potential award for each South Pacific location: Guam and Philippines.
Defense Logistics Agency (DLA) Energy - FESDB will be issuing a Request for Proposal (RFP) for laboratory testing of Government-owned petroleum products in accordance with required Military Specifications. Services will be performed in the following South Pacific locations: Guam and Philippines. Laboratory facilities must be located at the abovementioned locations in order to perform the services required. Testing shall be completed within 12-48 hours and testing is required 24 hours per day, 7 days a week. The services to be provided are as follows:
The North American Industry Classification System (NAICS) Code is 541380 and the size standard is $16.5 million. The Government anticipates awarding a Requirements contract. Multiple requirements type contracts may result from this solicitation with a potential award for each South Pacific location: Guam and Philippines. The period of performance will begin on March 1, 2021 through February 28, 2023 with one (1) two-year option period in accordance with FAR 52.2-17-9. Additionally, the option to extend, not to exceed six months, in accordance with FAR 52.217-8. The procurement will be full and open competition.
The solicitation will be posted on or after December 9, 2020 and the RFP will close about 30 days later. The solicitation will be published electronically on the beta.SAM.gov website. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and the Procurement Intergrated Enterprise Environment (PIEE).
