This is a Sources Sought notice for small business sources. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled; veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition which is 512191 - Tele-production and Other Post-production Services. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. BACKGROUND: The U.S. Environmental Protection Agency (EPA), Headquarters Acquisitions Division (HQAD), has a requirement for media services in support of the EPAs Office of the Administrator (OA). The EPA requires a comprehensive range of production services including such tasks as writing, producing, directing, on-camera talent, camera operating, graphics production, audio technicians, teleprompting, video editing and mastering. The EPA may also require the rental of studio and field production equipment, as well as, the fabrication of sets and the acquisition of props. EPA productions generally fall into one of three categories: 1) live satellite broadcasts or webcasts from the EPA studio or remote locations, 2) ENG (electronic news gathering)/EFP (electronic field production) sometimes in areas affected by disasters or hazardous materials, 3) "film-style" shoots (with scripts, scenes, actors, locations, etc.). Production crewing services are required locally for sites across the continental U.S. on short notice. Also, on occasion, production crewing services will be needed in major international cities where EPA has personnel working, such as China, Mexico and Central America. The Capability Statement shall meet the following criteria: - On page one (1) of the Capability Statement, begin by providing your company information as follows: Company name, address, phone number, DUNS number and point of contact (name, phone and e-mail). - Capability Statement must be in Microsoft Word, Microsoft Excel or Adobe PDF format, single spaced, 11-point font (excluding charts and graphics) and the entire document shall not to exceed 10 pages in length to include all attachments, charts, etc. - Capability Statement must include but is not limited to (a) staff expertise, work experience, formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information.
