This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a contract to 2D3 Sensing, 4199 Campus Drive, Suite 620; Irvine, CA 92612, for the procurement of MPEG-2 encoding and decoding software licenses as well as MetaData processing and transcoding software licenses for mission video for the P-8A test aircraft and PAXSIL government lab.

Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to 2D3 Sensing as this company is considered the only responsible source capable to provide the required software licenses. 2D3 is the designer and developer of the software currently installed and tested on the P-8, and therefore is the only vendor capable of providing the software licenses to meet the Government requirement.

THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
