THIS IS A SOURCES SOUGHT NOTICE ONLY, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND NO COBTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THERE IS NO SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE AT THIS TIME. The intent of this notice is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Economically Disadvantaged Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. This Sources Sought Synopsis is one facet in the Governments overall market research in regards to whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted).
The following sources sought is to assist the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899 in the market research in determining available maintenance services on the NIST Gaithersburg, MD campus for two (2) KIP America Plotters/Printers.

NIST owns two (2) KIP America Plotters/Printers requiring maintenance. Both plotters/printers are in the same building.

Expected services would be to maintain both KIP Plotters/Printers at NIST Gaithersburg, MD.

Maintain for each plotter/printer a minimum 90% monthly available rate based on the 21 standard federal work days in a month. Maintaining the equipment includes, but is not limited to, preventive maintenance, service calls, replacement parts, repairs, troubleshooting, and connectivity as well as all associated labor and travel.

Provide service technician support Monday through Friday from 7:30 a.m. - 4:30 p.m. local time, except Federal Holidays.

Provide services (on site) in order to respond to repair requests within two (2) business days of a service call. A telephone call (unless it results in solving the problem) shall not be deemed as an acceptable service response.

All repairs shall be completed within three (3) business days of on site evaluation of the repair request.

NIST monthly copies for KIP 7100 will not exceed 2,500 SF
NIST monthly copies for KIP 7700 will not exceed 4,500 SF

Consumables such as paper, printing media, and toner are NOT included in this sources sought.

THIS IS NOT A PRE-SOLICITATION NOR SOLICITATION ANNOUNCEMENT. After review of the responses to this notice, the Government may plan to proceed with the pre-solicitation announcement and/or solicitation announcement. If so, then a separate pre-solicitation announcement will be published on the Federal Business Opportunities website (FEDBIZOPPS.GOV).

The purpose of this announcement is to gain knowledge of and determine the availability of potential Business sources and their size classifications relative to the NAICS code of 811212 - Computer and Office Machine Repair and Maintenance - Size Standard $27.5M

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by NIST.

Interested parties who believe they meet the requirements are invited to submit in writing their interest and capabilities for the work described herein.

This is a Sources Sought ONLY. This is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein.

Interested, capable vendors/parties shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following:

(a) Name of Vendor-include a contact person's name, telephone number, and email address;

(b) Vendor Address;

(c) Vendor Size (refer to Small Business Administration Size Standards);

(d) Identify how many KIP 7100 and/or 7700 plotters/printers are under active service contract(s) to Vendor within 100 miles of NIST Gaithersburg, MD.

(e) Identify standard commercial terms and conditions typically associated with these maintenance services;

(f) Identify any key information that the Government omitted in this sources sought that would be relevant in your firm submitting on a future request for proposal

The total number of pages to reply to this source sought shall not exceed 10 pages single-sided. No phone calls will be accepted for this notice.
