This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation number for this request is 70181-A-Q013 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 05-37) and Federal Acquisition Regulation (FAR). This procurement is a small business set-aside. The applicable NAICS classification code is 334515 with size standard of 750 employees and PSC code is 5835. SPECIFICATIONSThe U.S. Fish and Wildlife Service is requesting quotes for Winterized/Outdoors Sound Meters purpose of modeling soundscapes over 2 million acres. Salient characteristicsA Weatherized/Outdoors Package Deal Systems which can incorporate digital recordings of the actual sound event are required so that that source can be identified.Kenai National Wildlife Refuge is seeking to establish a sound monitoring program for the purpose of modeling soundscapes over 2 million acres. Significant sources of anthropogenic noise include snowmachines, aircraft, vehicles, and motorized boats. Sound monitoring systems will need to be able to operate for extended periods in remote backcountry situations in harsh Alaskan weather, adjust for wind-generated noise, and have the capability to record and integrate the actual sound with noise measures. More specifically, salient characteristics for long-term monitoring of ambient noise in backcountry situations include: - sound measuring devices that can operate as a stand-alone station (not hand-held) in a remote situation; - meets ANSI/IEC Type 1 integrating SLM standards; - user-defined interval datalogging (1-sec to 24 hours); - user-defined exceedance triggers (based on level and time duration);- noise statistics (including user-defined values); - battery life > 24 hours; and - noise floor < 20 dB (A) with " 50 mV/Pa condenser microphone. Systems which can incorporate digital recordings of the actual sound event are required so that that source can be identified. In addition, USFWS seeks systems that can are complementary with the software and hardware improvements. These include housing to protect these measurement devices from bears, gather electrical power from solar panels for operation in remote backcountry, and accommodate a wind anemometer to adjust ambient sound measurements for wind-generated noise.
