CITY OF SANGER REQUEST FOR STATEMENTS OF QUALIFICATIONS Conceptual Plans and Plan Specifications for New Sanger Police Department Communications Center Qualifications due at Noon on Wednesday, September 27, 2023, PST REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR CONCEPTUAL PLANS AND PLANS AND SPECIFICATIONS FOR NEW SANGER POLICE STATION COMMUNICATIONS CENTER The City of Sanger (City) is requesting Statements of Qualifications (SOQ) from qualified Architectural and/or Engineering firms interested in preparing conceptual plans followed by design architectural plans and specifications for the New Sanger Police Station Communications Center (“Project”). Design services will include preparation of conceptual plans, preliminary design, detailed design documents, and construction management services which will be used for bidding and construction purposes. GENERAL INFORMATION Located 7 miles east of Fresno, Sanger is characterized with its historical roots in agriculture. With a population of approximately 28,000 residents, the community provides a small-town atmosphere and affordable living. Recent annexation has connected California Highway 180 to the city. Sanger serves as a gateway to the Kings River and Sequoia National Park. SCOPE OF SERVICES The selected firm will review the existing sites, utilities, right-of-way, and collaborate with the City of Sanger Public Works and Engineering Departments for Project management oversight and the City of Sanger Police Department (SPD) as the primary occupant regarding specific conceptual plans, design criteria, and requirements. The consultant will immediately prepare preliminary conceptual (feasibility) plans and preliminary engineer's estimate for the Project. A depiction of the Site Plan location is attached. Upon the City's acceptance of the conceptual plans, the consultant will prepare plans and specifications for the Project. The consultant will notify and coordinate with all utility companies and relevant regulatory agencies to acquire permits and development contracts as required. This may include but not be limited to the application and approval from PG&E of the Rule 16 and 20, Use Permit (CUP) with the City of Sanger Planning and Development Department as needed. The selected firm will design the Project according to the required SPD features and amenities within the constraints of the location options. The design shall include but not limited to the following constraints and design features: Building design will need to have a minimum usable space of 1,000 square feet. The selected firm may deviate from the preliminary design concept to meet all SPD features and requirements with prior discussion and approval by the City Engineer. Overall building shape and adjacencies should take into consideration a blending with existing structures and architecture. Site development to include all on and off-site improvements to facilitate the occupancy. All on and off-site utilities (water, gas, electrical, sewer, storm drain, etc.). Design security at all points surrounding Dispatcher work area. Design surveillance system capable of monitoring entire site and building perimeter. CCTV system shall be integrated with the door and gate access control system. Designer shall work with appropriate City Departments in the design of this system. SOQ REQUIREMENTS If your firm is interested in this Project, please submit Six (6) copies of a Statement of Qualifications (SOQ) that includes the following: Cover letter; Overview of the firm and any proposed sub-consultants (if any) including information such as form of organization, length of time in business, office location(s), and number of staff; Summary of the company's experience and performance on similar projects completed in the last five years including references with contact information; Team introduction including resumes for the Project Manager and key staff including education, relevant past project experience, and description of their assignment on this Project; Work plan identifying the major tasks to be completed by the consultant team, approach to the work and key issues for this Project; Schedule for Project completion including the major tasks identified in the work plan; and Listing of client references and their contact information (name, title, address, email and telephone number) associated with similar completed projects in the past five years. Disclosure of any past, ongoing, or potential conflicts of interest that the firm or person may have as a result of the anticipated work. List of claims and litigation from the past ten years to which the firm is a party by virtue of their professional service. The SOQ should be concise. In order to be considered a responsive Proposer, the Proposer must have at least 5 years of similar public project experience. SCHEDULE The proposed schedule for hiring and engaging the Consultant is as follows: SOQ’s submitted to City - by noon August 25, 2023. SOQ's received after specified deadlines will not be considered. Interviews of candidates and proposals - August 23, 2023 Selection of a Consultant firm - week of September 6, 2023 Final Proposal Submission from Selected Consultant – October 4, 2023 Approval of Consultant Agreement by Council –November 2, 2023 GENERAL TERMS AND CONDITIONS Licensing Requirements. Any professional certifications or licenses that may be required will be the sole cost and responsibility of the successful proponent. Insurance Requirements. Professional liability insurance (errors and omissions) with limit of liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and commercial general liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate will be required for this project. A standard contract will be used, which will include; a conflict of interest statement, and completion of a statement of economic interest. SUBMITTAL REQUIREMENTS If your firm is interested in the consulting services for this project, please submit six (6) copies of a SOQ proposal to Becky Padron, Sanger City Clerk at 1700 7th Street, Sanger, California 93657 by NOON on Wednesday, September 27, 2023. Faxed, emailed, and late SOQ proposals will not be accepted. Proposals must be submitted in a sealed envelope clearly marked and labeled: “SOQ FOR POLICE STATION COMMUNICIATIONS CENTER PROJECT.” Submittals will not be returned. SELECTION Consultant selection shall be in accordance with legal requirements. Criteria evaluated include: (i) Demonstrated Experience of the Firm; (ii) Demonstrated Experience and Training of Project Personnel; (iii) the Project Plan (approach to the Project indicating a clear understanding of the purpose, service, scope, and objectives of the SOQ including tracking and quality control strategies. City shall short list the most qualified firms for further consideration and conduct interviews as deemed necessary. The firms selected from that process will be asked for a Fee Proposal. After review and successful negotiation, an award of a contract shall be based on the criteria specified above and made to the consultant whose fee proposal and qualifications are judged as providing the best value in meeting the best interests of the City and the objectives of the Project.. ACCEPTANCE OR REJECTION OF PROPOSALS The City reserves the right to select the successful proponent and negotiate an agreement as to the scope of services, the schedule for performance and duration of the services with proponents whose proposals is/are most responsive to the needs of the City. Further, the City reserves the right to reject any and all proposals, or alternate proposals, or waive any informality or irregularity in the proposal as it is in the City’s best interest. Additionally, the City may, for any reason, decide not to award an agreement(s) as a result of this SOQ. Non-acceptance of any proposal shall not imply that the proposal was deficient. Rather, non-acceptance of any proposal will mean that another proposal was deemed to be more advantageous to the City or that the City decided not to award an agreement as a result of this SOQ. SOQ DEVELOPMENT COSTS The cost of preparing and submitting a proposal is the sole responsibility of the proponent and shall not be chargeable in any manner to the City. This solicitation for SOQs does not commit the City of Sanger to enter into a contract or to pay any costs incurred in the preparation of the SOQ. The City of Sanger reserves the right to accept or reject any and all SOQs, and to negotiate with any qualified consultant, or to cancel in part or in its entirety this solicitation for SOQs QUESTIONS AND CONTACT INFORMATION All questions or requests for clarification shall be submitted in writing to Becky Padron, City Clerk, at [email protected].
