The CSAT3 provides precision turbulence measurements with minimal flow distortion, is field rugged, and provides signal processing and hardware solutions to improve performance during rainfall events.
The CSAT3 and associated hydrometeorological instruments match instrumentation used previously at one of the proposed installation sites as part of the nationwide AMERIFLUX program, thereby providing continuity in instrumentation with historic data and reintegration with the AMERIFLUX network. This system is also consistent with existing systems at other other ARS research sites within the Lower Mississippi Basin Long-term Agroecosystem Research (LTAR) network and will provide uniformity and compatibility of measurements and data handling across a large area.
Pursuant to the authority of 41 U.S.C. 253(c)(l) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The equipment will be located at research sites near USDA, ARS, Stoneville, MS. The Government intends to award a firm fixed price Purchase Order on or about September 25, 2015. This Notice of intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Govemment not to compete this proposed contract based on responses to this notice is solely within the discretion of the Govemment. The Govermnent will consider all responses received by 4:00PM Central Standard Time, September 25, 2015.
