Notice of Intent: The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to Campbell Scientific, Inc. (CSI), 815 West 1800 North, Logan, Utah 84321-1784, for the CSAT3 3-D sonic anemometers and hydrometeorological instrumentation for two eddy covariance systems. The CSAT3 is a three-dimensional sonic anemometer providing precision turbulence measurements with minimal flow disturbance required for eddy covariance measurements. The procurement will also include CR3000 data loggers, Sunwize 220W power system, Hukseflux soil heat flux plates, TCAV averaging soil temperature probes, CS655 soil water content reflectometers, Rotronic temperature/RH probes, LI-COR Quantum Sensors, Apogee infrared radiometers, Kipp & Zonen net radiation sensors, tripod towers and associated hardware for transport, mounting, and anchoring.
The CSAT3 provides precision turbulence measurements with minimal flow distortion, is field rugged, and provides signal processing and hardware solutions to improve performance during rainfall events.
The CSAT3 and associated hydrometeorological instruments match instrumentation used previously at one of the proposed installation sites as part of the nationwide AMERIFLUX program, thereby providing continuity in instrumentation with historic data and reintegration with the AMERIFLUX network. This system is also consistent with existing systems at other other ARS research sites within the Lower Mississippi Basin Long-term Agroecosystem Research (LTAR) network and will provide uniformity and compatibility of measurements and data handling across a large area.
Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The equipment will be located at research sites near USDA, ARS, Stoneville, MS. The Government intends to award a firm fixed price Purchase Order on or about September 19, 2014. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM Central Standard Time, September 18, 2014.
