The Internal Revenue Service (IRS) intends to award a purchase order to AT&T Corp, 3033 Chain Bridge Rd, Oakton, VA 22185 on a sole source basis in accordance with FAR 8.405-6(b)(3) for Sonet Ring Services for the following sites; Kansas City, MO, and Fresno, CA. AT&T is the local provider and owner of the SONET rings in these locations. The IRS urgently needs to replace TCS Sonet Ring voice circuits (e.g. telephone dial tone) at each of these locations in order to avoid a disruption of voice services. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency however, any cost associated with the preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
