PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.  The Federal Bureau of Investigation (FBI) intends to solicit from a single source for a fixed-price contract under the authority of FAR 13.106-1 (b) to PAE NATIONAL SECURITY SOLUTIONS LLC located at 7799 Leesburg pike, Suite 300 North Falls Church, Virginia 22043, United States. This contract will provide the Lab Division with the required engineering services in the area of technical exploitation of improvised explosive devices (IEDs). Engineers will provide training that will help further the FBIs ability in areas of device description, radio frequency and signal characterization, electrical schematic reconstruction, possible IED operational scenarios, electronic data recovery and possible trends in an IED design, manufacture and deployment.

It was determined that for this contract action circumstances deem PAE the one source reasonably available. They provide the expertise in the area of advanced improvised explosive devices that allows them to develop a training that incorporates their knowledge with the methodologies sought by the FBI to provide the training curriculum required. 

This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a response which, if timely received, must be considered by the agency.  All statements shall be submitted to the Contracting Officer, Caleb Weeks by email at [email protected]. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Telephone requests will not be considered.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  

All responses to this intent to sole source are due to the Contracting Officer by 04:00 PM EST on September 19, 2021.
