Stone & Associates is the only one responsible source and no other supplies will satisfy agency requirements. Stone and Associate played an important role in the project, guiding and conducting part of the research, synthesizing the information from interviews, facilitating strategy development sessions, and communicating the results to ITA leadership. Phase 2 consists of convening an expanded cross-cutting ITA project team to further develop the implementation plan, and begin the implementation process. The learning curve that any new contractor would have to tackle in order to successfully deliver against the scope of this work would extend the contractor's timeline by at least several months and, as a result, drive costs up significantly to the agency.
In accordance with the competition in Contracting Act, 41 USC 253[3][1], as implemented by FAR 6.302-1, other than full and open competition is authorized when the is only one responsible source and no other supplies and services will satisfy agency requirements.
This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within five (5) calendar days of publication of this notice, to be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses must reference the Synopsis Number and include the following: (1) Name and Address of the Organization; (2) Status of the company as listed under www.sam.gov; (3)Vendor point of contact with name, title, telephone and fax numbers, and e-mail address; (4) DUNS number, (5) Tailored capability statement addressing the particulars for this effort; and (6) List of three references of similar types of services that have been previously provided to include the contract number, description of service, dollar value, name and telephone number of customer. The references must be relevant to this requirement and awarded within the last three years. No telephone inquiries or responses will be accepted.
