The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within five days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Deltek will provide support and maintenance of wInsight, wInsight Administrator, wInsight Dashboard Components, wInsight Web/Dashboard Seat licenses, C/S Glue, and Risk+ in support of ASN(RD and A). SECNAVINST 5223.2A states that SYSCOM cost organizations will provide comprehensive cost analysis support and Earned Value Management (EVM) analyses for all acquisition, non-acquisition, pre-milestone, rapid deployment capability programs, and special interest programs.
