The Social Security Administration (SSA) intends to negotiate on a sole source basis with SPSS, Inc., 233 South Wacker Drive Suite 1100, Chicago IL 60606.  This action is under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) "Soliciting from a Single Source" to renew annual software maintenance, including upgrades, updates, and technical support, for PASW Modeler and PASW Modeler Server.  The code is proprietary and maintenance can only be acquired and maintained from SPSS, Inc.  There are no authorized re-sellers of SPSS software maintenance.  The period of performance is for 12 months.  The place of performance is SSA headquarters.  This maintenance must include updates, upgrades, patches, and 24/7 telephone technical support.  The PASW Modeler and PASW Modeler Server is proprietary software, and SPSS, Inc. is the only source known to the government.  The government anticipates award of a firm fixed price purchase order.  Interested parties that feel they can provide the maintenance and support may respond by submitting their capability statement via email to [email protected].  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  This notice does not constitute a solicitation for offers.  Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.  This is not a request for quotation, and the Government does not intent to pay for information received.  A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.  If no responses are received, SSA will proceed with sole source negotiations.  All questions and submissions in response to this notice must be submitted in writing to the email address listed above.  Telephone calls regarding this matter will not be accepted, nor will they be returned.
